Delta EMS was formed in 2019 by Devan Simpson and Jonathan Watkins to provide transportation of the sick and/or injured and meet the surrounding communities need for adequate ambulance services.

Our mission statement is derived from a personal dedication to providing exceptional medical services delivered by a highly skilled, educated, and professional staff. We will educate the community on our role in the response, treatment, and transport of the sick and injured as well as prevention of injury or illness. We will do this in a fiscally responsible manner as an integral component of the community.

Our staff is supported by an Executive Team who understand the challenges of an ever changing healthcare environment.

Leadership Team

Jonathan Watkins
Chief Operations Officer

Prior to starting Delta EMS in 2019, Jonathan served his community as a Paramedic and EMT for 12 years. During his career in EMS, Jonathan has held the positions of 9-1-1 dispatcher, EMT, Paramedic, Field Training Officer, EMS Liaison, Public Relations Coordinator, and Operations Manager. Jonathan is actively engaged in EMS Leadership and Training. After earning his degree, Jonathan worked as a Paramedic for three years in Arkansas, where on two occasions he worked with the US Secret Service to provide medical coverage for the Vice President of the United States during his hunting trips. In 2016, Jonathan was recognized as the Star of Life award recipient, a prestigious honor from the American Ambulance Association, that celebrates the contributions of ambulance professionals who have gone above and beyond the call of duty in service to their communities or the EMS profession. On a civic level, Jonathan serves his community as a Volunteer Firefighter/Paramedic and Captain of his local Neighborhood Watch.

Devan Simpson
Chief Administration Officer

Prior to joining Jonathan in the start-up of Delta EMS, Devan has served his community since the age of 16. During his career in emergency services, Devan has held the positions of EMT, Field Training Officer, EMS Captain, and EMS Chief. Devan is actively engaged in EMS operations, Bio-terrorism Training, and Community Development. Devan has received over 80 Public Health and Safety Certifications since the start of his career. On a civic level, Devan serves his community as a Volunteer Firefighter/EMT, Director of Safety/Security for his religious organization, and teaching hands only CPR in the community. Devan is working towards his Bachelors degree in EMS Administration.

Kristen Boyer
Director of Business and Community Development

Mrs. Boyer is responsible for business development and marketing, companywide, at Delta EMS as well as securing and managing key partnerships and executing brand strategies. Kristen joined Delta EMS in December of 2019 as the Director of Business and Community Development for the organization.

Kristen is working towards her Bachelor’s degree in Business Administration and has successfully lead initiatives targeted at developing new market growth and brand recognition during her time at Delta EMS.

As a Mississippi native she remains involved with civil organizations in the local community. Mrs. Boyer takes much pride in ensuring that Delta EMS delivers on its mission of providing the highest quality of care to its customer’s while ensuring compassion and integrity.

Joe Holley, MD, FACEP, FAEMS
Medical Director

Dr. Joe Holley is the Medical Director for the State of TN Department of Emergency Medical Services as well as the Memphis Fire Departments and several municipal and private ambulance services in West Tennessee and Mississippi. Dr. Holley received his Medical Degree from the University of Mississippi School of Medicine, followed by an internship and residency at University Medical Center in Jackson. Dr. Holley has served on over 30 deployments, including Hurricane Katrina and the Pentagon on 9/11, as the Medical Director of the Tennessee Task Force 1, Urban Search & Rescue Team and serves on the national FEMA Incident Support Team. He is a member of the CAPCE Board of Directors, the National Association of EMS Physicians and a Fellow of the American College of Emergency Physicians. Dr. Holley is board certified in Emergency Medicine and was among the first group of physicians in the nation to earn the designation of Fellow of the Academy of Emergency Medical Services. Dr. Holley is constantly trying to find ways to improve EMS for the good of the community and the providers under his care.
